Bringing in your own non-EU staff
A company registered through the Business Facilitation Unit (see the setup page) can hire non-EU nationals on a fast-track permit, without the standard labour market test, and without the headcount quotas that used to apply. The current minimum gross salary for non-EU key personnel is around EUR 2,500 a month, and spouses of key staff get immediate work rights of their own, which matters more to relocation decisions than people expect going in.
The local talent pool
Paphos is smaller than Limassol or Nicosia for specialist hires, and most founders here end up with a mix: a small core local or relocated team, plus remote hires elsewhere. Cyprus's own tax incentive helps on the relocated side: employees new to Cyprus earning EUR 55,000 or more a year can qualify for a 50 percent income tax exemption on that salary, for up to 17 years. The condition that decides who qualifies is the one usually left out: the employee must not have been a Cyprus tax resident for 15 consecutive years before starting the job. For a genuine overseas hire that is easy. For someone who already spent time here, it often rules them out, and it is worth checking before you build it into an offer.
What it costs
Cyprus is not a low-cost hiring market the way it once was, but it remains meaningfully cheaper than Western Europe for equivalent roles, with the tax exemption above narrowing the gap further for senior hires. Get a current number from a local payroll or employer-of-record provider before you budget a headcount; it moves year to year.
